Presented at the ECPR Regulatory Governance Conference in 2025, the paper entitled “European AI Governance: A Polycentric Space Approach” develops the concept of embedded polycentricity to explain how collaborative, non-hierarchical decision-making can operate within the European Union’s more hierarchical governance structures. It addresses a central tension in contemporary regulation: complex policy problems require dispersed expertise and cooperation among public and private actors, yet effective coordination often depends on central steering and common rules.
